Clearwater Police Chief Eric Gandy, at a Monday afternoon news conference, said 911 call takers heard reports of “horrific screaming.”
Evan Laskowski of Florida Fish and Wildlife said a 37-foot recreational boat hit a 40-foot ferry.
Investigators said the recreation boater initially stayed at the scene, then later wound up on the Belleair Boat Ramp.
The ferry, with 45 people on it, wound up on a sandbar.
The recreation boater later took a breathalyzer test, with a 0.0 BAC result, authorities said.
Florida Fish and Wildlife is handling the crash, and the Coast Guard is also involved in the investigation.
FWC said it will prosecute if any crimes were found to be committed.
